School Resource Officer Program Roles and Authority
 

OVERVIEW

Carroll County Public School and the Carroll County law enforcement community has for many years had an incredible spirit of collaboration and cooperation.  The Supervisor of School Security and Emergency Management and our county law enforcement agencies strive daily to create a positive learning atmosphere in our schools.  This is accomplished by proactive and reactive approaches to law enforcement.  Preventing criminal activity in our schools is the ultimate goal.  A secondary goal is to investigate, arrest, and prosecute those people who violate the law on school property.  These goals are met through the concerted efforts of the Supervisor of School Security and Emergency Management, law enforcement personnel, school administrators and their staff as well as the students and their parents at each school.

DEPARTMENTAL RESPONSIBILITES

  • Conduct yearly risk assessments at all facilities;

  • Responsible for submission and maintenance of all school based Emergency Plans; 

  • Provide in-service training for administrators, counselors, nurses, local law enforcement and other school systems;

  • Teach "Student Responsibility" classes at the high school level;

  • Review and assess all police calls for service to the schools;

  • Coordinate all K9 drug scans conducted at the schools;

  • Oversee the Youth Intervention Officer Program;

  • Responsible for all CCPS procedures regarding Reportable Offenses;

  • Complete and monitor submission of all MSDE reports, surveys and audits dealing with criminal justice and related topics for CCPS.

 

School Security and the Community

The office of School Security represents Carroll County Public Schools with the following agencies:

  • Carroll County Chief's Association
  • Carroll County Drug Task Force Advisory Board 
  • Maryland Crime Prevention Association 
  • Maryland Resource Officers Association 
  • Maryland Association of School Security Professionals
  • County Emergency Preparedness Task Force
